—Skype executive Mark Gillett is leaving Microsoft, taking a new position at private equity firm Silver Lake, reports Kara Swisher at All Things D. Gillett previously worked at Silver Lake, and Swisher notes that he managed 2,500 developers. “Mark’s accomplishments at Skype have transformed the company,” said Silver Lake managing partner Egon Durban in a statement sent to All Things D. “He is poised to make a significant contribution to our portfolio companies going forward.”

—Mercy Corps has hired Ann Mei Chang, a former Google executive and State Department adviser, as chief innovation officer.”  Portland-based Mercy Corps is a global humanitarian agency. More on the appointment here.

—Frazier Healthcare, fresh off its new $377 million venture capital fund, has named former Calistoga Pharmaceuticals Carol Gallagher to the position of venture partner. Gallagher started at Eli Lilly before moving on to new positions at Biogen-Idec, Agouron Pharmaceuticals, CancerVax and Anadys Pharmaceuticals. Gallagher joined Calistoga as CEO in 2008. The company was sold to Gliead Sciences in 2011 for $600 million. “I have had a great working relationship with the Frazier Healthcare team for many years. Their approach to building innovative companies focused on unmet clinical needs is aligned with my own and I am very pleased to join them as a Venture Partner,” said Gallagher.

—Digital creative agency Wintr has named Joe McDonagh as chief strategy officer. It is a newly-created position for the 4-year-old firm, which recently moved into a new headquarters in Seattle’s Fremont neighborhood.  “Joe is key to formalizing and fully utilizing Wintr’s strategic offering, allowing us to proactively identify relevant opportunities for our clients and partners,” said Ben Winters, founder and CEO. The company’s clients include Russell Investments, the Bill & Melinda Gates Foundation, Microsoft and Live Nation. He most recently served as deputy director of creative and content at the Bill & Melinda Gates Foundation.
