Seattle angel investor Andy Liu has made a number of new startup bets this month

On the GeekWire podcast a few weeks ago, Seattle angel investor and BuddyTV co-founder Andy Liu noted that he’s been making a number of investments in recent months. We’ve reported on a few of those deals already this month, including recent investments in Chirpify and Venuelabs.

Now, here’s another one, and it’s in deep, deep stealth mode. The company’s name is Top Level Spectrum, and it’s led by serial entrepreneur Jay Westerdal. According to a SEC filing, the company has raised $415,030 of a $700,000 round. Liu is listed as a director, and Westerdal is listed as president and CEO, according to the SEC filing.

So, what’s Top Level Spectrum all about?

Westerdal isn’t saying much at this point, declining to comment for this story. Westerdal does have a varied entrepreneurial background, noting in a bio that he holds a passion for “running, building, and investing in high tech businesses.”

A computer science graduate from Central Washington University, Westerdal most recently was the founder and CEO of DomainTools.com. Before that, he co-founded AboutUs.org, a Portland business directory backed by Voyager Capital. In 2001, Westerdal founded Name Intelligence and Spry Hosting.

According to a LinkedIn bio, Westerdal is now “working on brainstorming a huge idea.”

Sounds like we’ll have to wait a little while to find out more about what that actually is.
